TRANSIT VISA

Foreign nationals need to get permission in order to transit through Canada. Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Border services officers can let travelers into the country, as long as they meet basic requirements, such as:

  • Have a valid travel document
  • Be in good health
  • Have no criminal or immigration-related convictions
  • Convince an immigration officer that they have strong ties such as a job, home, financial assets or family that will take them back to their home country
  • Convince an immigration officer that they will leave Canada at the end of their visit
  • Have enough money for your stay

A) TRANSIT WITHOUT VISA (TWOV) PROGRAM

Nationals from Indonesia, Thailand, Taiwan and Philippines travelling to and from the United States, qualify for the Transit Without Visa (TWOV) program. In addition, they must meet the following conditions:

  • Hold a valid passport or travel document issued by the country of which they are a citizen
  • Hold a valid United States visa
  • Travel to Canada on an approved airline, and
  • Transit through an approved Canadian airport

Moreover, while travelling to the United States they must hold a confirmed onward ticket for a direct flight to the United States leaving Canada the same travel day (no layover or overnight stay is permitted). When travelling from the United States from approved countries, they must meet the following conditions to qualify as a TWOV passenger:

  • Arrive in Canada from the United States on a direct, non-stop flight on an approved airline and proceed to the CBSA area for clearance or remain in an isolated transit area while waiting for a connecting flight
  • Cannot be under a removal or deportation order;
  • Had a valid U.S. visa to enter the United States and have not overstayed the period of time they were authorized to remain in the United States;
  • Are destined for a third country, including their country of nationality, and have the required travel documents to enter that third country as well as the required travel documents for any countries they may transit through; and
  • Hold a confirmed onward ticket for a flight that will leave Canada on the same travel day

Note 1: Individual travelers cannot apply to the TWOV program; only airports and airlines can submit an application.

Note 2: In order to participate as an airport authority or airline in both programs, Canadian Airport Authorities and Airlines must meet certain eligibility criteria. If airport authorities and airlines meet the minimum eligibility criteria, they are invited to submit a formal business case directly to CIC and the CBSA.

B) CHINA TRANSIT PROGRAM

Nationals from China, travelling to and from the United States, qualify for the China Transit program. In addition, they must meet the following conditions:

  • Hold a valid passport issued by the People’s Republic of China
  • Hold a valid United States (U.S.) visa
  • Travel to Canada on an approved airline, and
  • Transit through an approved Canadian airport

Furthermore, while travelling to the United States, they must hold a confirmed onward ticket for a direct flight to the United States leaving Canada the same travel day and must also arrive in Canada from one of the following thirteen cities in Asia: Beijing, Guangzhou, Shanghai, Hong Kong, Manila, Taipei, Tokyo, Seoul (South Korea), Xiamen, Fuzhou, Chengdu, Shenyang, Harbin. When travelling from the United States from approved countries, they must meet the following conditions to qualify as a CTP passenger:

  • Arrive in Canada from the United States on a direct, non-stop flight on an approved airline and proceed to the CBSA area for clearance or remain in an isolated transit area while waiting for a connecting flight
  • Cannot be under a removal or deportation order;
  • Had a valid U.S. visa to enter the United States and have not overstayed the period of time they were authorized to remain in the United States;
  • Are destined for a third country, including their country of nationality, and have the required travel documents to enter that third country as well as the required travel documents for any countries they may transit through; and
  • Hold a confirmed onward ticket for a flight that will leave Canada on the same travel day
