MPNP-B - FOR BUSINESS STREAM

The Provincial Nominee Program for Business allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business.

The MPNP-B accelerates the immigration process by providing a Nomination Certificate to applicants which allows processing their immigration application by the Government of Canada faster. Unfortunately, a decision to nominate does not guarantee the issuance of a Permanent Resident (PR) Visa by CIC.

In order to apply under the Manitoba Provincial Nominee Program for Business (MPNP- B), a prospective applicant must submit an EOI (Express of Interest) and receive an advice from the MPNP-B to apply. MPNP-B will select the highest scoring applicants from the EOI pool based on eligibility requirements and selection factors and issue them a Letter of Advice to Apply. Priority is given to the applicants who have the greatest potential to become economically established in Manitoba. After application approval under MPNP-B applicant has to sign the Deposit Agreement and transfer refundable deposit of CDN$100,000. The funds will be held by the Manitoba Development Corporation for a period of two years from the date of landing till nominee establish a business.

MPNP FOR BUSINESS STREAM REQUIREMENTS

Under this stream interested applicants have to be invited to apply either through the Expression of Interest (EOI) process or directly by the MPNP-B. Applications received by individuals who have not been invited to apply will be returned unprocessed.

MPNP-B employs an adaptability matrix that awards points for the eligibility requirements. Below is a general overview of the eligibility criteria of the MPNP for Business Stream:

GENERAL NOMINATION REQUIREMENTS

  1. Active and ongoing management of the day-to-day business operations
  2. Have the necessary resources and skills to operate such a business
  3. Conduct an Exploratory Visit (optional)

BUSINESS INVESTMENT REQUIREMENTS

  1. The investment of personal assets should be at least CDN$150,000

PERSONAL REQUIREMENTS:

  1. Personal net worth of CDN$350,000
  2. Business ownership and management or executive-level experience
    1. a minimum three years of successful business ownership and management experience, or
    2. a minimum three years of executive-level experience as senior manager of a business; and
  3. A minimum of 60 points in the Adaptability Assessment Matrix
  4. Proof of English and/or French language proficiency

BUSINESS REQUIREMENTS

  1. Establish a new business or purchase and improve an existing business
    1. Minimum 33.33% ownership of the existing business, or
    2. Minimum CAD$1 million equity investment in the new business
  2. A business entity should have ongoing and recurring business activities in Manitoba
  3. The business must be legal and viable in Manitoba’s economic environment
  4. Conduct value-added business activities in Manitoba

ADAPTABILITY MATRIX

The Adaptability Assessment Matrix is used to evaluate your potential to successfully settle in Manitoba and become economically established by starting a business. Your registration will be scored based on the information you provide. Below is the general overview how your score will be calculated on every eligibility criteria. In order to be nominated, you must score a minimum 60 (out of a maximum 100) points on this matrix.

Total points 100

1. BUSINESS KNOWLEDGE

  • If you own multiple businesses, only the percentage of ownership of the main/principal business will be considered
  • If your spouse owns shares in the same business, the combined ownership will be counted together for the purpose of this criterion
  • In order to score the maximum 15 points you have to have more than 50% ownership as Business Owner and manager

2. BUSINESS EXPERIENCE

The length of experience will be scored based only on senior management or business ownership experience as defined by the MPNP-B. No points will be awarded for other experience.

3. NET WORTH

Your minimum personal net worth must be at least of CDN$350,000. In order to receive maximum 15 points your net worth must be above CDN$2.5 Million.

4. ENGLISH AND/OR FRENCH FLUENCY

Applicants are assigned points based on their Canadian Language Benchmark (CLB) level. To be scored for this criterion, an applicant must submit test results from an approved language testing organization as proof of language proficiency.

In order to receive scores under this scoring section, your language proficiency score must be at least 4 CLB.

5. ENHANCED SETTLEMENT FACTORS

You will receive points based on your Settlement Factors. The MPNP-B allots an additional 15 points if you conduct an Exploratory Visit to Manitoba. The maximum combined score available under enhanced factors is 20 points. You may receive other points if:

  • You have a close relative currently residing in Manitoba
  • Your child is enrolled and actively involved in an accredited Manitoba educational institution
  • Your spouse has high language proficiency

BUSINESS INTENT

The Province of Manitoba requires that applicants provide details of the business which they intend to undertake once they land in Manitoba. Below is the general overview what must be included in your Business Intent:

  • Business Idea/Venture
  • Personal Details
  • Critical Factors such as government regulations, insurance requirements, challenges
  • Market Analysis
  • Resource requirements
  • Human Resource Requirements
  • Financial Feasibility

DEPOSIT AGREEMENT

When applicant receives nomination from MPNP-B, he/she has to sign the Deposit Agreement and send a deposit of CDN $100,000 to the Government of Manitoba. This deposit is refundable upon completion of the requirements of the Deposit Agreement with the program. The funds will be held by the Manitoba Development Corporation for a period of two years from the date of landing, usually giving the immigrant adequate time to establish a business.

SOURCE OF FUNDS

In order to meet the MPNP-B requirements, the declared net worth must have been legally obtained. You must demonstrate, through documentation, how your net worth was obtained.

You must provide details of your income from all sources, including capital gains, rental income, etc. Furthermore, you must consider all your investments and living expenses when accounting for your accumulated net worth.

MPNP FOR BUSINESS STREAM PROCESS

In order to apply to the Manitoba Provincial Nominee Program for Business (MPNP- B), a prospective applicant must submit an EOI (Express of Interest) and receive an advice from the MPNP-B to apply. The MPNP-B does not require a minimum score for the submission of an EOI; however, a higher score increases your chance of being selected from the participating group. The EOI will be considered for selection for a period of one year from the date of the submission.

Periodically the MPNP-B selects the highest scoring applicants from the EOI pool based on eligibility requirements and selection factors and issues them a Letter of Advice to Apply. After receiving an advice from MPNP-B, you will have 60 days to submit a complete Nomination Application.

  4. Step four – Assessment of the Nomination Application
  5. Step five – Nomination
  6. Step six – Complete a Deposit Agreement
  7. Step seven – Submit an Application for Permanent Residence
  8. Step eight – Immigrate to Manitoba
  9. Step nine – Establish Eligible Business and Request a Refund of Deposit

ELIGIBLE DEPENDENTS

When you seek Canadian permanent resident status through the Manitoba Provincial Nominee Program (MPNP), you may include your family in application as well. In your MPNP Application you must provide information, and identity documents, for all members of your immediate family, including those who will not accompany you to Canada.

ELIGIBLE ACCOMPANYING DEPENDENTS ARE:

  1. Your spouse (by marriage or by common-law partnership of at least one year)
  2. A dependent child, if he/she is:
    1. under 19 years old, and does not have a spouse or partner, or
    2. 19 years old or over, and has depended largely on the parent’s financial support since before the age of 19 because of a physical or mental condition

MPNP-B - FARM STRATEGIC RECRUITMENT INITIATIVE (FSRI)

The FSRI is a special rural economic initiative under the auspices of the Manitoba Provincial Nominee Program for Business (MPNP-B). The Farm Strategic Recruitment Initiative is for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba.

It is expected that successful applicants of the FSRI will establish a farm business in rural Manitoba producing primary products that is consistent with the province’s current farm industry. The type of operation and investment must correlate with Provincial statistics and be relevant to Manitoba’s farm industry.

All applicants must meet the eligibility requirements and have conducted mandatory Exploratory Visit.

FARM STRATEGIC RECRUITMENT INITIATIVE (FSRI) REQUIREMENTS

The FSRI does not employ an adaptability matrix that awards points for the eligibility requirements. Below is a general overview of the eligibility criteria of the MPNP-B Farm Strategic Recruitment Initiative:

GENERAL REQUIREMENTS

  1. Conducted an Exploratory Visit
  2. You must live on your farm in rural Manitoba on a day-to-day basis
  3. You must not lease your farm land to others
  4. You must manage the farm operation actively on a day-to-day basis
  5. You must not buy a farm for only land value appreciation purposes

PERSONAL REQUIREMENTS

  1. Personal net worth of CDN$350,000
  2. At least three years farm business and/or management experience
  3. Proof of English or French language capabilities

FARM BUSINESS INVESTMENT REQUIREMENTS

  1. Make eligible personal investment of at least CAD$150,000 in tangible assets in Manitoba

BUSINESS REQUIREMENTS

  1. Provide a detailed Business Intent
  2. Establish a new farm business or purchase and improve an existing farm business
    1. Minimum 33.33% ownership of the existing business, or
    2. Minimum CAD$1 million equity investment in the farm business
  3. Active and ongoing management of the day-to-day business operations
  4. Necessary resources and skills to operate such a farm business
  5. The farm business must be legal and viable in Manitoba’s economic environment
  6. Conduct value-added farm business activities in Manitoba

In order to meet the MPNP-B requirements, you must demonstrate, through documentation, how your net worth was obtained. The MPNP-B will also consider the value of assets, liabilities, income and expenses of your spouse and dependent children. All such claims must be supported by sufficient and credible documents.

If you do not meet this criterion, your application will be declined and you will not be eligible to apply again to the MPNP-B for one year from the date of the application submission.

FARM STRATEGIC RECRUITMENT INITIATIVE PROCESS

Manitoba will only nominate suitable farm business applicants whose practical farming skills, technical knowledge and experience in technological based farming practices are immediately transferrable to rural Manitoba, and that a long term contribution to the Manitoba economy can be achieved through their nomination.

If Application for Nomination is approved by Manitoba, you will be required to make a good-faith deposit of CDN$75,000 to the Government of Manitoba, and sign a Cash Deposit Agreement guaranteeing that you will live in Manitoba and start or purchase a farm business in Manitoba within two years of obtaining your Permanent Resident status. The deposit will be refunded without interest when the investment in the farm business is operational and the Nominee is actively involved in the operation of the farm business / operation from within Manitoba.
